harisibrar1andClaude Opus 5.5 0c7d25c3d1 ci(conventions): check pull requests with the current base branch rules 
The workflow checked out pull_request.base.sha, the base recorded when the
pull request was opened, and ran that revision's check_conventions.py. A rule
merged after a pull request was opened never ran on it: #7005 added
APS5_NO_WGI without an ENVIRONMENT.md row and passed with the checker of
07e741481, which had no env-reference rule.

Check out the current tip of the base branch and pass it as --base; the
checker already diffs from the merge base, so only the pull request's own
changes are checked. A name documented on the base branch after the branch
point now counts as documented unless the pull request removes its row.

AlxcBTWandClaude Opus 5.5 81e4638254 docs: add a performance report issue form and ask for summary lines 
.github/ISSUE_TEMPLATE/performance.yml asks for the title and scene, what is
slow or what changed, the summary lines and traces of APS5_TRACE_FRAMES
captures, the trace digest and optionally the worker's collapsed stacks,
and states the capture protocol: warm caches, the same scene and settings,
no other profiling switch, the same machine and session. The pull request
template and CONTRIBUTING ask a pull request that claims a change in speed
for the summary lines of main and of the change, captured the same way.

GalaxyGamingFRandClaude Fable 5.1 9c42733c46 docs: show the Depends on form the conventions check accepts 
CONTRIBUTING.md told authors to write `Depends on #N` in the
description, but the pr-template rule in tools/check_conventions.py
only accepts the checklist line `Depends on: #N` or `Depends on: none`
from the pull request template. A pull request that followed the
document failed the Conventions job with "fill Depends on with #N or
none". The sentence now shows the checklist form.

Adrià FranchandClaude 14f585a439 ci(pr): limit open pull requests by the author's merged count 
Authors with no merged pull requests can have 1 open, with at least 1
merged 20, and from 20 merged there is no limit. Reopening a pull
request runs the check again.
