test(tools): check shader comments in one fixture repository

conventions_function_bodies_shard_4 timed out at 30 s on Windows in five runs on 17 Oct (main pushes 39076267931 and 39061030084, dispatches 39074123651 and 39044676931, relinker 39072918668). Shard 4 was the slowest shard in every Windows log (10-16 s on a quiet runner, 5-11 s for the others).
One case dominated it: test_comment_in_a_shader_is_reported built six fixture git repositories, 36 of the suite's 390 processes. Process start-up is what costs on Windows. #7314 doubled the shard count, but modulo sharding keeps that case whole, so its shard (now shard 10) still cost 0.63 s of the suite's 3.0 s locally against 0.76 s before.
The case now writes all six shaders into one fixture and runs the checker once (6 processes), still asserting each path. The slowest of the 12 shards drops to 0.39 s locally (43 processes), with no timeout raised.

`Path.write_text(newline=...)` and `zip(strict=True)` were added in
Python 3.10. macOS ships 3.9.6 as /usr/bin/python3, the interpreter CMake
finds when no newer one is installed, so `prepare_release_notes` raised
TypeError when the release workflow wrote its notes and the
`pr_overlap_tools`, `release_package` and `linux_fixed_base` tests failed
on a stock macOS host. Writing the encoded text keeps the newline
translation off on every host, and the dynamic tag counts are compared
before the pairs are walked.

feat(pad): touch the left or right touchpad half from the input command file

APS5_PAD_INPUT_FILE commands can set bit 0x200000 or 0x400000 to put a
finger on the left or right half of the touchpad, as the TouchLeft and
TouchRight keys do, so scripted runs can press touchpad combinations.
tools/pad_input.py queues them as touch-left and touch-right.
