Below compiled SDK 0x04000000 the call writes sceGnmDrawInitToDefaultContextState's
19 words again, now that a run of firmware 13.42's module found them
byte-identical. The test pins the 19 words as literals.

feat(libSceGnmDriverForNeoMode): answer the internal default context state from SDK 4.00

sceGnmDrawInitToDefaultContextStateInternalCommand answers as
sceGnmDrawInitToDefaultContextState400 from compiled SDK 0x04000000, as a
native run of the firmware 13.42 module shows. Below it the run gave only
the result and length, not the words, so a call there throws.
