Noxy-HNR 7b4d70fc6f feat(libSceNpSignaling): answer connection and peer queries offline 
Implement sceNpSignalingCreateContextA, ActivateConnectionA, GetConnectionStatus, GetConnectionInfoA, GetConnectionFromNpId, GetConnectionFromPeerAddress(A), GetContextOption, GetPeerNetInfoA, CancelPeerNetInfo, GetPeerNetInfoResult and GetConnectionStatistics for a library with no connection and no request, following shadPS4's checks.
