zaryabzip a152df615c feat(libwebrtc): implement webrtc::RmsLevel's constructor, destructor, Analyze and Average 
Adapted from rms_level.cc, which is the same at both pinned WebRTC
revisions apart from absl::optional becoming std::optional; the pinned
abseil aliases the two, so the 40-byte layout holds for both.

#13736 merged the WebRtcOpus encoder functions. Count 390 pending
exports, as the merged Export.cpp has 390 NotImplemented stubs.

main implemented webrtc::rtcp::CommonHeader::Parse. Count 406 pending
exports, as the merged Export.cpp has 406 NotImplemented stubs.

Jack NielandandClaude Opus 5.5 e21e26b47f Merge main 0836dfdf4f into feat/libwebrtc-time-millis-micros 
#13687 and #13689 merged. Keep both test registrations in the libwebrtc
CMakeLists.txt and both debt entries, and count 407 pending exports, as
the merged Export.cpp has 407 NotImplemented stubs.

Jack NielandandClaude Opus 5.5 8901150f8a feat(libwebrtc): implement rtc::TimeMillis and rtc::TimeMicros 
Read the guest CLOCK_MONOTONIC in nanoseconds and divide down, as
WebRTC's TimeNanos and POSIX SystemTimeNanos do at both M127 and M134.
