The NP RTC test checked formatting and POSIX conversion but never parsed.
Parse the Unix epoch in UTC and with a +01:30 offset, a time with a
fractional second, a formatted -05:00 time back to its tick, and reject a
string that is not a date.

Rows from review. Time::FormatRFC3339 now forwards to sceNpRtcFormatRFC3339
with the arguments reordered, as the module does.

The 35 exports of sce::np::Time (clocks, date-time conversion, the Add*
helpers, operator+, the timeout checks, RFC 3339 formatting and the 18
comparison operators) follow libSceNpCommon.sprx of firmware 13.60 (read
from disassembly, not measured on a console). Six were NotImplemented
stubs; the other 29 were not exported.
