test(tools): run performance_compare CLI cases in-process
...
Each CLI case started its own Python process, so the suite took 14 s of
its 20 s CTest limit on an idle Windows machine and timed out under
ctest --parallel 8. Call main() directly and keep a real process only
for the output encoding and JSON nesting cases that depend on one.
