fix(tools): report an output directory that progress.py cannot write
...
progress.py <output> raised an uncaught OSError with a traceback when the
output path was a file or sat in a directory it could not create. Report it
as a usage error that names the path, like the other bad arguments.

fix(recompiler): hold the result-key memo in AtomicSharedPtr so libc++ builds
...
ResultKeyMemo declared std::atomic<std::shared_ptr<...>>. libc++ has no
atomic<shared_ptr> specialization, so with Apple clang the recompiler
headers stop at std::atomic's trivially-copyable static assertion
(request_serializer_tests in the macOS relinker build). The memo now uses
AtomicSharedPtr from libc, which is that specialization where the library
provides it and a locked shared_ptr with the same load and store otherwise.
The header joins the shader disk cache key's sources, and
request_serializer_tests gets core/libs on its include path.

fix(opus): hide libopus symbols and package its notice as a license

Build the bundled libopus with hidden visibility and an empty OPUS_EXPORT,
so its symbols stay internal without relying on --exclude-libs (which
Apple's linker lacks). Turn off OPUS_STACK_PROTECTOR and
OPUS_FORTIFY_SOURCE so MinGW builds do not import libssp-0.dll, as in
27c0acabe2#9764 . Ship the notice through the licenses list as
libs/licenses/opus.txt, like vgmstream.

Wrap the pr_labels entrypoint in main(argv=None) with UTF-8 stream
reconfiguration using backslashreplace error handling.
Catch CalledProcessError when querying repository or pull request details
and report cleanly via parser.error rather than propagating an unhandled
traceback.

test(recompiler): shard shader_cache_runtime_sources to stay under 30 s

The test configures a CMake fixture several times and ran as one CTest
case: 78 s on a Windows 11 machine, and the Windows CI job warns that it
took 66.9 s against the 30 s limit in CONTRIBUTING.md. Its slowest method
alone took 27 s because it edited six sources in turn.
Split that method into one test per source and register the file as seven
CTest shards (--shard INDEX/COUNT, as the conventions_function_bodies
tests do). The first shard keeps the shader_cache_runtime_sources name. A
self-test checks that every shard count runs each case exactly once.

fix(tools): decode Ninja's header dependencies as UTF-8 in select_tests

ninja -t deps lists the paths GCC wrote to its depfiles. WinLibs GCC
15.2.0 runs with the UTF-8 active code page, while its Ninja 1.13.2
reports an ANSI build-file encoding, so a header under C:\Users\José\...
decoded with mbcs became José, fell outside the source tree and dropped
out of every test's inputs. Decode the dependency lines as UTF-8 and keep
the build-file encoding for the outputs they belong to.
