ebosido444-ai e14184b915 feat(libc): implement std_execute_once 
The plain-named twin of std::_Execute_once delegates to that symbol and inherits its call_once semantics; the name-equivalence assumption is recorded in TechnicalDebt. Registers guest_std_execute_once_tests.
