feat(libSceCamera): answer the sceCamera2 calls that firmware 13.42 decides from the app category

Firmware 13.42's module reads the app category on every sceCamera2 call
and, below 0x1000000 except 0x20f00, refuses an uninitialized Camera2
with 0x8a760002. Close and the 28 handle calls then refuse any handle
sceCamera2Open didn't return, Initialize sets the flag, and Finalize
refuses while a camera is open. Open and IsAttached check their
arguments before the driver.
