BunnyFlandClaude Opus 5.5 d49bd4db6f feat(libscesrcutl): add the handle size and priority calls 
Implement sceSrcUtilityGetHandleSize, sceSrcUtilitySetPriority and
sceSrcUtilityGetPriority from the firmware 13.42 module, and record in
the debt file that the remaining calls drive AJM codec 19, which this
project's AJM does not provide.
