Savvanis SpyrosandClaude Opus 5.5 346cafdb84 feat(libSceCompanionHttpd): keep the server state with no companion device 
Initialize, register a request callback, start, stop and terminate keep the
library's state with its errors; no companion device connects, so
sceCompanionHttpdGetEvent always returns NO_EVENT and the callback is never
called. The response builders are declared and throw.
