BunnyFlandClaude Opus 5.5 1af7920cbc feat(libSceXml): initialize and terminate sce::Xml::Initializer as firmware 13.42 does ...

Implement Initializer::initialize, terminate and its destructors, and the MemAllocator constructor and deleting destructor, with the allocation sizes and order, return codes and library-wide state that libSceXml.sprx of firmware 13.42 shows under an emulator. Like the module, the calls take no lock; only the engine count is atomic.
