strtoul accepted a leading minus sign and wrapped the value, so
-18446744073709551615 passed as threads 1 and -18446744073709551600 as
out_dwords 16. ParseOracleCount accepts only decimal digits up to
4294967295 and names the field it rejects; the code object test covers
the wraparound values, signs, blanks, suffixes and overflow for both
fields.
