Dean Galvin 16996b5e64 revert: ci(windows): keep test temporary files on the runner's work disk (#10643) ...

This reverts commit da6c581a02, reversing changes made to 10a41a0d50.

On D:, the runner does not create 8.3 short names, so guest_named_shm_windows_short_temp and guest_named_shm_windows_long_short_temp skip and check_skips fails the Windows job.
