The RFC 3339, RFC 2822 and precise RFC 3339 formatters rejected every
zone-shifted tick past year 9999. Firmware 13.42 converts the tick to a
date whose year is kept in 16 bits and checks only that year, so ticks
past year 65535 wrap; the RFC 2822 weekday follows the wrapped date and
the precise formatter returns INVALID_VALUE when an eastern zone
overflows 64 bits.
