sceHmdSetupDialogOpen and sceHmdSetupDialogClose read the status and
stored FINISHED in a separate step, so a concurrent Terminate could be
overwritten and leave the library looking initialized. Both now move
to FINISHED with a compare-exchange loop that repeats the checks.
