libSceM4aacEnc technical debt

M4aac encoder export dyjd6gEaAXw is a function record with qualifier D#A in older and later version-labelled modules. Both map library ID 3 and module ID 0 to libSceM4aacEnc. Older module words: 0x08540001, 0x03200004; later: 0x13590001, 0x13600007. Both contain 18 function NIDs; sorted-LF SHA-256: b60081c1301a28b192a54d084092ac13164556129b70ee7aa92407ff24256115, using the static ELF membership procedure. Labels do not authenticate retail provenance; the digest identifies the NID set only. Independent verification requires a matching image. The name, signature and behavior are unverified; this declaration throws.

libSceM4aacEnc (libSceM4aacEnc, sysmodule id 0x000000bc) has no encoder, so all seventeen exports throw. PPSA03332 imports them and fails to load (libSceM4aacEnc.prx: cannot open shared object file) when the library is absent.
