core/libs/prx/libkernel/Semaphore/src/Semaphore.cpp: akkadbakkad89's
#13600 accepts attribute bits 0x100 to 0x102 and reads the FIFO mode as
(attr & 3u) == 1u. This branch's priority-queue flag reads the low two
bits the same way, (attr & 3u) == 2u, so 0x102 still queues by priority.
