mrph28 672e1b8101 feat(input): complete the Portuguese translation of the input mapper ...

The mapper showed validation and import errors in English for Portuguese: the
`diagnostic` table only knew Egyptian Arabic. Replace the chain of Arabic
`replace` calls with a per-locale table that carries the same Egyptian entries
and adds Brazilian Portuguese ones, keep the Arabic entries that #11860 adds,
and route the import error through `diagnostic`.

The locale code is `pt-BR`, following the repository's own docs
(docs/user/README.pt-BR.md); #13685 makes that rename on `main`.
