MarcZX10 90373c8136 docs(architecture): link the host import budget entry to its library debt file ...

Old claim: the live-imports paragraph in the Graphics section pointed to
"TechnicalDebt, Host import windows and budget". That entry is not on the
TechnicalDebt page.

What the code does: the entry sits in the libSceAgcDriver debt file as a
bullet (not a heading), and TechnicalDebt.md says library entries belong in
docs/dev/debt/, so the reference now names that file.
