ntamas94 measured sceVideoOutSetFlipRate on a PS4 Pro (firmware 10.71): rate 60 returns VIDEO_OUT_ERROR_INVALID_VALUE, only 0, 1 and 2 are accepted, an unopened handle returns VIDEO_OUT_ERROR_INVALID_HANDLE, and the range check is in the display driver the call forwards to.
