Fishybeing cb3f3e74ff build(windows): guard NOMINMAX in Rtld.cpp ...

Rtld.cpp defined NOMINMAX unconditionally, which redefines the macro the build already passes and warns on MinGW. Use the #ifndef guard the rest of the tree uses.
