boykopovar d402d576fb fix(voiceqos): recover packet and attribute stub signatures ...

restore packet size pointers, attribute buffers, debug query arguments and hq initialization arguments from the system module. correct the writable remote attribute output and align existing stub tests with the recovered declarations. both guest_voice_qos tests pass on windows.
