sceNpManagerIntGetUserIdByOnlineId and GetUserIdByNpId return
SCE_NP_ERROR_SIGNED_OUT, as sceNpGetUserIdByOnlineId does while NP is
signed out. An NpId carries the online ID, so the NpId form is the same
lookup. Neither reads an argument.
