xbsheng 14b894170c docs: the translation recipe asks for the test's language-name table ...

tests/test_locales_registered.py keeps NAMES, the only map from the qualifier Android reads
(`sr-Latn`) to the English name docs/launcher.md uses ("Serbian (Latin)"), and
test_the_name_table_covers_every_folder fails while a shipped values-* folder has no entry
there. Step 4 asked for the page's list and nothing else, so a translator who did steps 1-4
had one test red with no step to point at: a copy of this tree with values-tlh/strings.xml
added and nothing else fails two tests, the config one step 3 covers and the name table no
step covers. The step now asks for both names and quotes the message.
