Ladi Prosek 29a4a5cb6f pushpdb: Don't loop indefinitely if symbol store is broken 
If the store is not accessible the script should not get stuck
in an inifinite loop trying to create the lock file. This commit
adds another check which aborts the pushpdb attempt in such a
case.

Also fixing 'timeout' invocation to make sure it runs the Windows
tool and not the GNU one when running under Cygwin.

Ladi Prosek f26c4249e9 pushpdb: Use Win10 SDK 
Win8.1 SDK may not be installed on virtio-win build machines.
Use Win10 instead.

Bishara AbuHattoum 2c3c2b33ed Tools: Pushpdb.cmd: Push pdb files to symbol store 
Added the pushpdb.cmd script to Tools, this tool pushes
pdb files to the specified symbol store.

 Usage:

  %~0 [-u] [Path]

   -u [Path]   Download a remote file (zip or rpm) and push pdbs.
               NOTE: Path MUST BE a URL.
   [Path]      Push pdbs, path can be pdb, zip, rpm or a folder.
               NOTE: If one pdb is chosen, make sure .inf file is
               in the same directory.
