netkvmco.h becomes interface file between static lib and the
application that uses it. The application should call start
and stop procedures of the helper and resolve missing
procedures that previously were in netsh.lib

Win11 22h2 WDK changed the definition of CMD_ENTRY
without flexibility or backward compatibility.
Until we discard the netkvmco.dll and move its
functionality to another executable, we support both
variants and distinguish win11 22h2 by file version
of netsh.exe.
