This OID is to be used by protocol uninstallation process.
Get() operation returns value=1 if the device has 'standby'
feature, such a way external program can recognize NetKVM
instances that should be restarted upon protocol uninstall
to allow the VF to get the same IP address.
Set() operation (value=0) does not have any effect if the
device does not have 'standby' feature. Otherwise it
causes to indicate link-down until the protocol is installed
and the VF instance becomes atteched to NetKVM instance.
