Ladi Prosek ab05a86d6a balloon: Make blnsvr use common build infrastructure ...

This commit deletes app/packOne.bat and adds the balloon service
output files to the set packed by the balloon project. Longer
term, it might be cleaner to add a Package project instead.

The RHEL props file now also sets the USE_BALLOON_SERVICE property.
