Kostiantyn Kostiuk 03ca1696b9 Add custom DVL logs for Windows Server 2019 ...

DVL builder from EWDK11 build logs with CodeQL results, but
HLK for Windows Server 2019 can't parse these logs. So we use
old DVL.exe to build logs for old HLK.

This commit required an additional binary from EWDK1903.
