Keep both test targets in libSceLibreSsl3/CMakeLists.txt and both debt
entries; recount the callable-export lines on the merged tree: 145 callable
exports (135 named, 10 known only by NID) and 102 of the 126 NID-only exports
carrying a name.

target 0 and rejects any other target and a rate above 100. Reword it.
